Intellectual Contribution of Professor Xiao amid the COVID-19
"Suggestions on Preventing the Epidemic outbreak in Wuhan" written by Associate Professor Xiao Guangen was released on 24th Jan 2020. This report was adopted by the government the next day after it was released.
Report suggested that the government should take strict measures to protect medical staff working on the front line, convert motels (also the Yangtze River passenger ship) into makeshift hospitals to cope with the surging number of patients infected with COVID-19, give full play to community organizations and broadly mobilize the people especially the community staff, police, medical staff in community health service center and etc., to intensifying efforts to boost the city's overwhelmed health system.
It called for improving the management of medical aid resources in Hubei, strengthening the supervision and law enforcement of the market, mobilizing communities resource, setting up volunteer teams and using WeChat platform (online communicating APP) to monitor and control the resident movement in the community.
It also called for measures to solve the livelihood problems caused by the epidemic, establishment of a national-level emergency command center to deal with the epidemic. It urged government to post the latest policies and information about epidemic prevention and control through Wechat platform.
On 26th January, "Suggestions on the Livelihood Issues in Lockdown Wuhan", another report from Professor Xiao was released and later adopted by government.
In this report, it called for attention on potential livelihood issues caused by the lockdown, government not only need to ensure the food and daily necessities supply for Wuhan but also need to pay attention to psychological conditions of the people in Wuhan.
It suggested the government to set up special working team force to ensure the food and daily necessities supply during the Spring Festival in Wuhan, also set up a cross-provincial consultation team to solve the problem of ‘discrimination’ on Hubei or Wuhan people, including refusing to provide service to Hubei or Wuhan people in transportation, accommodation and etc.
It also suggested the government to prepare in advance for the potential livelihood problems in universities in Wuhan.
Amid the COVID-19 pandemic, Professor Xiao also published many other reports, including “Policy Recommendations on Promoting Blood Donation of Healed Patients with COVID-19”, “Prepare for the ’secondary incidents’ of COVID-19”, “Research on Demand and Social Risks of Relevant Groups in the Aftermath of the Epidemic in Wuhan”.
Think Tank, Opening up a Third-party Channel for Dialogue between the Government and Scholars
Experts and scholars from the School of Economics and Management of Wuhan University made contribution to epidemic prevention and control by developing scientific research.
Many research reports developed by the faculty of Economics and Management School during the pandemic are included in the different think tanks of the school.
