This paper studies the consumption stimulus effects of a large-scale digital coupon program implemented in China during COVID-19. We find that digital coupons positively stimulate consumption on average, but the effects are highly heterogeneous among individuals and across neighborhoods. We identify key coupon design features as well as individual and spatial characteristics that drive the heterogeneity in consumption response. Using our estimated model, we pro- pose targeted coupon distribution policies that have the potential to significantly boost overall spending and support small and vulnerable businesses during the pandemic.
本文研究疫情期间我国实行的大规模电子消费券对促进消费的效果。我们发现虽然整体来讲,电子消费券促进了消费,但其效果随个人和社区有很大的异质性。这种异质性效果来自于电子消费券的设计特征以及个人和社区特征的差异。根据我们的模型和估计结果,我们提出了提升消费和支持小微企业的消费券设计与分配方案。

陈滢,2019年获伦敦政治经济学院博士学位,现为厦门大学经济学院与邹至庄经济研究院助理教授,主要研究领域为城市经济学、环境经济学,论文发表在Journal of Urban Economics, Regional Science and Urban Economics等期刊上,主持国家自科基金青年项目。
